Senate leaders propose $14.5 billion budget for coming year


The Senate leadership unveiled a blueprint for state spending over the next two years with introduction last Friday of the current operations appropriation bill. The measure, S. 1005, was filed by the three co-chairs of the Appropriations Base Budget Committee, Sens. Aaron Plyler, Fountain Odom and Howard Lee.

Introduction of the bill marks the official starting point of what is expected to be a long and difficult budget-writing process that will extend at least until July 1, the start of the state’s new fiscal year. The proposed spending levels in the bill for the various state agencies and departments represents a consensus view at this point of what the state needs just to maintain current programs. Legislation will be offered later – the so-called expansion budget -- to propose spending, if any, on new programs.

Of the $14.54 billion in proposed spending in the year that begins July 1, $5.96 billion would go to the Department of Public Instruction to operate the k-12 public schools. Another $1.82 billion would go to the UNC Board of Governors to run the university system, and $663.3 million would go to support the community colleges. Outside of education, spending on social programs is the second-largest area of the proposed budget, with $3.43 billion earmarked for the Department of Health and Human Services in the year ahead.

The spending plan envisions $1.32 billion in transportation spending supported by the Highway Fund, and $988.7 million in transportation spending supported by the Highway Trust Fund.

As Gov. Mike Easley requested, the budget for the public schools includes funds to reduce class size n kindergarten to 18 students in the coming school year.

The spending plan grants raises of 2 percent to state employees, including school teachers. It sets the salary for the governor and the chief justice of the state Supreme Court at $120,799. Council of State members would earn $106,613 and secretaries of state agencies would be paid $104,161. About the highest-paid state official would be the State Controller, at $132,680.
