Basnight, Black name members of Governmental Ops panel
Senate President Pro Tem Marc Basnight and House Speaker Jim Black announced their appointments to the Joint Legislative Commission on Governmental Operations, which held its first meeting of the year on Wednesday. 

The Senate appointees are: Charlie Albertson (D-Duplin), Patrick Ballantine (R-New Hanover), Jim Forrester (R-Gaston) Linda Garrou (D-Forsyth), Wib Gully (D-Durham), David Hoyle (D-Gaston), Howard Lee (D-Orange), Jeanne Lucas (D-Durham), Fountain Odom (D-Mecklenburg), Aaron Plyler (D-Union), Eric Reeves (D-Wake), Bob Shaw (R-Guilford), R.C. Soles (D-Columbus), Ed Warren (D-Pitt) and Allen Wellons (D-Johnston). Deputy Senate President Pro Tem Frank Ballance (D-Warren) and Senate Majority Leader Tony Rand (D-Cumberland) will serve as ex officio members of the panel. Garrou and Reeves fill seats that had been held by Lt. Gov. Beverly Perdue and Rand.  

The House members are: Reps. Martha Alexander (D-Mecklenburg), Nelson Cole (D-Rockingham), Jim Crawford (D-Granville), Bill Culpepper (D-Chowan), Pete Cunningham (D-Mecklenburg), Ruth Easterling (D-Mecklenburg), Mary Jarrell (D-Guilford), Larry Justus (R-Henderson), Edd Nye (D-Bladen), Pete Oldham (D-Forsyth), Bill Owens (D-Pasquotank), David Redwine (D-Brunswick), Gene Rogers (D-Martin), Gregg Thompson (R-Mitchell) and Thomas Wright (D-New Hanover). Speaker Pro Tem Joe Hackney (D-Orange) and House Majority Leader Phil Baddour (D-Wayne) will serve as ex officio members.

Easley appoints former colleague to Court of Appeals
Wanda Bryant, a senior deputy state attorney general and head of the Justice Department's Citizens' Rights Division, was appointed by Gov. Mike Easley to a seat on the N.C. Court of Appeals. She will fill the vacancy created when Bob Edmunds resigned to take the state Supreme Court seat he won in last fall's elections. Before joining the department, Bryant worked as an assistant U.S. Attorney in Washington, and as an assistant district attorney in Brunswick, Bladen and Columbus counties when Easley was district attorney there.

Tobacco settlement trust fund members named
Senate President Pro Tem Marc Basnight appointed six people to the Health and Wellness Trust Fund Commission, the panel that will oversee a trust fund created from the state's $4.6 billion share of the national tobacco settlement. Under legislation passed by the General Assembly, the health and wellness trust will receive about $1.15 billion over 25 years to address public health concerns such as teen smoking, cancer, heart disease prevention and medical research. The appointees are: Mary Ann Black, chairman of the Durham County Commissioners; Carole Bruce of Greensboro, a partner in the Smith Helms Mulliss & Moore law firm who chairs the Moses Cone Health System board; Jeffrey Houpt, dean of the medical school and vice chancellor for health affairs at UNC; Olson Huff of Black Mountain, director of pediatrics at the Ruth and Billy Graham Children's Health Center at Memorial Mission Hospital; Ed Monroe of Greenville, board chairman of Pitt County Memorial Hospital and University Health Systems of Eastern Carolina; and Robert Parker of Winston-Salem, vice president for home and community health for N.C. Baptist Hospitals.

Black continues tinkering with House committees
House Speaker Jim Black already is making changes in membership to the committees he appointed barely two weeks ago. But mostly these are to accommodate requests of members. Separately, Black also announced Rep. Pete Cunningham (D-Mecklenburg) has been designated an ex officio member of every committee except the congressional and legislative redistricting committees. Here are the committee changes Black made:

Aging: Add Reps. Mitch Gillespie (R-McDowell), and Jennifer Weiss (D-Wake).

Alcoholic Beverage Control: Add Reps. Ed McMahan (R-Mecklenburg) and Mia Morris (R-Cumberland); remove Reps. Michael Decker (R-Forsyth)and Edgar Starnes (R-Caldwell).

Appropriations: Rep. Jim Crawford (D-Granville) named vice chair.

Appropriations/General Government: Add Rep. Gene Wilson (R-Watauga); remove Rep. Trudi Walend (R-Transylvania).

Appropriations/Health & Human Services: Add Rep. Thomas Wright (D-New Hanover).

Appropriations/Information Technology: Add Rep. Trudi Walend, remove Rep. Gene Wilson.

Appropriations/Natural & Economic Resources: Rep. Edith Warren (D-Pitt) named vice chair.

Appropriations/Transportation: Rep. Joni Bowie (R-Guilford) named vice chair.

Agriculture: Add Rep. Bill Owens (D-Pasquotank), remove Rep. Cary Allred (R-Alamance).

Children)Youth & Families: Add Reps. Martha Alexander (D-Mecklenburg) and Jeff Barnhart (R-Cabarrus).

Education Subcommittee on Community Colleges: Rep. Ronnie Smith (D-Carteret) named vice chair.

Education Subcommittee on Preschool, Elementary and Secondary Education: Add Reps. Joni Bowie (R-Guilford) and Bob Hensley (D-Wake).

Election Law & Campaign Finance Reform: Add Reps. David Redwine (D-Brunswick) and Gregg Thompson (R-Mitchell).

Environment: Add Reps. Alex Warner (D-Cumberland) and John Weatherly (R-Cleveland), remove Rep. Mitch Gillespie (R-McDowell).

Financial Institutions: Add Reps. Cary Allred (R-Alamance), Michael Harrington (R-Gaston), Ed McMahan (R-Mecklenburg) Mickey Michaux (D-Durham) and William Wainwright (D-Craven), remove Rep. David Miner (R-Wake).

Health: Add Rep. Harold Brubaker (R-Randolph).

Insurance: Rep. William Wainwright (D-Craven) was named a vice chair. Reps. Larry Justus (R-Henderson) and Ronnie Smith (D-Carteret) were added as members.

Judiciary 3: Add Reps. Stan Fox (D-Granville) and Russell Capps (R-Wake).

Legislative Redistricting: Rep. Pete Cunningham (D-Mecklenburg) named vice chair; add Reps. Gordon Allen (D-Person), Bobby Barbee (R-Stanly), Harold Brubaker (R-Randolph), Rick Eddins (R-Wake), George Holmes (R-Yadkin) and Gene Wilson (R-Watauga); remove Reps. Jeff Barnhart (R-Cabarrus), Marge Carpenter (R-Haywood), Junior Teague (R-Alamance) and Linda Johnson (R-Cabarrus).

Local Government 2: Rep. Bill Hurley (D-Cumberland) named vice chair; add Reps. Stan Fox (D-Granville) and Roger West (R-Cherokee).

Mental Health, Developmental Disabilities & Substance Abuse: Add Reps. Beverly Earle (D-Mecklenburg) and Nurham Warwick (D-Sampson), remove Rep. Alice Underhill (D-Craven).

Military, Veteran & Indian Affairs: Add Rep. Ronnie Sutton (D-Robeson).

Public Health: Rep. Mary McAllister named vice chair.

Rules: Add Reps. Dewey Hill (D-Columbus) and Mitch Setzer (R-Catawba).

Science & Technology: Rep. Joe Tolson (D-Edgecombe) named co-chair.

State Government: Rep. Paul Luebke (D-Durham) named vice chair.

State Personnel: Add Rep. Alice Underhill (D-Craven).

Transportation: Rep. Cary Allred (R-Alamance) named co-chair; add Reps. Arlie Culp (R-Randolph), Mitch Gillespie (R-McDowell), Pryor Gibson (D-Montgomery), Fern Shubert (R-Union) and Paul Luebke (D-Durham); remove Reps. Mark Hilton (R-Catawba) and Fern Shubert (R-Union).
